Might be good to also add that my PS4 is the only thing in my house with internet problems, my phone and computer work fine.

Various issues regarding digital game licenses
For a long, long, time I have had issues with licenses of games and DLC as well. I have done a few hours of research over months and have tried every solution presented in forums and more. I have read "Cannot use the content. Cannot connect to the server to verify the license" more times than I care to admit. I did not want to contact Customer Support because I know it will take many hours and wanted to try and fix it myself. After just purchasing Crawl and not being able to play it, it was the last straw. All of the solutions I have tried were not just for Crawl, but for other games and DLC over the past year.
I have tried:
1.Restore Licenses (Doesn't work. Gives error code (CE-345678-6) which barely anyone knows anything about amd didn't seem to exist on the playstation website).
2.Deleting and redownloading/installing (Didn't work. For Black Ops 3 in particular I only had access to 2/4 of the map packs provided by the Season Pass + Nuketown. After deleting and reinstalling, still only had access to 2/4 map packs but I also lost access to Nuketown. When trying to access the map packs, I was given the "Must be purchased" notification and when I went to the store it said it was installed. Happens with Binding of Isaac and the Afterbirth DLC, and Dark Souls 3 DLC as well).
3. Downloading from Playstation Store App or on PC (Doesn't Work. Both Games and DLC that I add to the download list are switched to the download queue and never got passed "waiting". I checked and my PS4 is the only PS4 activated with my account and there were no other downloads pending on the PS4. Also tried while in Rest mode with correct settings in place).
4. Activating as Primary (Didn't work. Even after deactivating and reactivating as well. Actually added locks to some digital games).
5. Deleting the User (Didn't work. After creating a user and signing back in I found all of my digital games to have locks. But luckily after a fit of rage of spamming the "Start Game" option and receiving "Cannot use content..." on a few games, it magically let me play them and remove the lock. This only applies to the games that were locked by deleting the user in the first place but has not affected DLC for better or worse). (This was before I downloaded Crawl. Sadly spamming the start game option doesn't work on Crawl's lock). (Also not exactly an Initilization but it still did delete every file that wasn't default to the PS4. I don't want to format and run the risk of all locks reappearing and the magical spam not remove them).
6.Rebuilding the Database. (Didn't work. Doesn't seem to affect anything in a good or bad way).
7.Checking my Cart in Playstation Store. (After deleting Crawl and trying to redownload it, it was not in the library. I checked the store and it had its price tag instead of "Download". When I clicked on it I was given the error code (WC-40360-3) "This product cannot be purchased at this time" and after some research this was the general solution as something may have been residing in the cart to cause the bug. The cart is empty and the solution didn't work.)
8. Crying ( It didn't work).
Some side notes:
1. This is not due to internet as I have tried at multiple places with both wired and wireless.
2. This started last year but it was only just with themes. At the time I didn't care but now that it has escalated to games and dlc, I do care. Not so fun fact: Themes still affected. Even the free ones. Not even "Rectangular".
3. In my Library on PS4, in the top right corner there is an error symbol followed by "Offline". Even when clearly online and in party chats, games, etc. The "Purchased" tab also has nothing in it even though I have purchased items.
4. I have Playstation Plus. I don't know if that would affect any of this.
5. I have put off calling / contacting Customer Support because I will dread being told to make a new account or buy another PS4 as I can't afford one.
I will only want refunds for the games/ dlc as a last resort because I just want to be able to play what I have payed for. Honestly if I was given refunds they would be used for buying physical copies of the games / a new PS4. I am contacting customer support in the morning and will update anyone interested on what happens. Hoping for the best.

I want to report a player
A player signed in to my account illigaly and ruined all the items that i had paid to get them and a friend of him told me that he had signed in to my account many times before without telling me.
I know that he is the one that signed in because i emailed the programmers of this game.
So because I know that he had even stole accounts of other players before i would like to report him.

Friends' profiles not loading.
My friends' profiles on PS4 do not load when I first click on them. When I click on a friend in order to invite them or to send a message their profile doesn't load. There is the loading shapes in the middle of the screen and my PSN name in the lower right and it doesn't load. The profiles of people I view in games also don't load. The only way this seems to get fixed is if I click on other friends profiles (their profiles don't load either), back out of the dashboard go back to dashboard, and just basically randomly back in and out of menus until a friends's profile appears. I know it works when I click on a friend and the loading shapes go away and my PSN name in the lower right disappears. After a friend's profile finally loads, my other friend's profiles also are now able to load. However, if I am playing after a while and I got back into my friends list and try to click on a fridn the same issue occurs. Some of my friends profile pictures don't seem to load even after I am able to view their profile. I have my PS4 plugged in directly into my modem and have tried rebuilding the data base but no joy. I noticed this started when I change my ISP. Could my ISP be limiting or hindering my acces to PS?

First off this isnt the place to report someone. Doing so is considered blacklisting which is against forum rules. This is a public community forum. Not a direct line to contact Sony.
That being said you can report them on your console by selecting their profile and clicking triangle then report.
Now if i might ask, how is it you know exactly who accessed your account? Did you give them your login details? The reason i ask is because if you report the player and Sony finds out all this happened because you gave your login out then they could ban you permanently as well since giving out your login details is also against the terms of service.

Probably need to look at opening ports or setting up a DMZ to allow the PSN traffic to pass through your routers firewall. If you are connecting via wireless that could be another contributing factor if the speed and signal strength is intermittent.

Contact Customer Support. (Note that if your account is from a region other than the US/Canada region, you'll need to contact the Customer Support department for your account's specific region.) They won't tell you what the email address currently associated with the account is... but they can reset the email address for you (and password, if necessary), as long as you can prove that the account is yours.

If you can't come up with a name that's unique with all the possible names from the worlds of music, literature (remember those things with words called "books"?), television, film, pop culture, world affairs, etc, then it's hardly Sony's fault. You're simply not that creative. And no, "creativity" is not a myth like many gamers suggest it is.

It took me 3 tries of unpluging and waiting for it finally to work and be able to delete out of notifications. But once I got that done it downloaded the update and works fine.

So it is fault playstation, because Ps4 tried to updates everything. I mean Ps4 tried to updates battlefield 1 and system. So should be stop updates any games then start important system updates.

Then you infact have your answer. It sucks but it is common with many digital delivery programs, if you log into the wrong account and complete a transaction, it is more often then not, final.
Not to just bash your teeth in, I myself have done it before being logged in on the wifes account some time ago. Since you have already contacted sony and they told you the final answer, not sure what you are wanting to accompllish here? You could just log onto that account to play the game and leave it at that, or just buy the game again.

**FIXED**
Guys and Gals, go into your Notifications Panel, press Options Button on the failed update and Cancel and Delete it. Go to sign into PSN, you will be promted to do the update, click Update Now. From here it should download and install no problem.

Go to settings, Account Management, restore licences, open software, update software, restart console, and it should be available.
