Games aren't region locked, however depending on how the developers run the servers, you may not be able to play with certain players from other parts of the world. Some developers break it down by region, and others will dump players into one large pool.

nothing you can do but buy a UK copy of the game the region of the game must match the code or it won't work

Glad I'm not the only one experiencing this issue. I have PayPal on as well and called up their support; they told me that they see Sony trying to send a charge, but it's higher than what you want.
I tried adding 5 bucks to my account and the PayPal rep I called told me she saw it was trying to push a different amout (25) through. We ran through a few things, removing my PayPal, relinking my PayPal, disabling the 2 Step Verification on my PayPal, then trying to add 5 on again. They saw the same abnormal charge trying to go through. Sony, what's up!?
