I've been using the same account and PayPal account for years and just made apyament with it the week before.
However, I did try a different card and the same message comes up. I checked my billing addresses and changed one part of it to match precisely on my PayPal, however, that never prevented it from being used before.
I have not contacted PayPal yet, however, that seems pointless considering I can't use any cards.
This still does not address the stuck item in my cart or the fact the person on the phone said I was locked out for 24 hours and it is now a week later.
Of note, I can still not access LiveChat, even when the option pulls up as it tells me it's not available.
