to be honest, i'd suggest going to your ISPs support forums. with a litle bit of googling, i found that there is some serious censorship issues going on in your country in regards to outside websites and such. i read that people are successfully suing VPNs and Proxy servers to tunnel out, and i'v ealso read that there's no rhyme or reason for the sites or when they'll be blocked.
i'd suggest asking others in your country how they're setting up their networks. seems to me that your ISP or the government is blocking large-ish downloads.
